What "small team" actually means here
For this post: under 50 people, no dedicated HR function. Reviews are run by a founder, an ops lead, or a first-line manager — usually side-of-desk. A tool that needs HRIS sync and a kickoff call is the wrong shape, regardless of how good its 9-box grid is.
The filter (strict — all three)
- Real free tier OR ≤$10/seat/mo annual. "Contact sales" is a fail.
- Under one hour from signup to first usable review. OAuth setup, not implementation.
- No dedicated HR admin required. A non-HR manager can run a full cycle solo.

The closest thing on the market to "free AI performance review generator." The free plan genuinely covers a 5–8 person org running semi-annual cycles. Templates are solid; AI summarisation works.
Why it fits: Free tier is real. Setup is essentially zero — paste inputs, it drafts. No HR admin.
Where it doesn't fit: Effy's evidence model is what you paste in — self-report and peer feedback. It doesn't pull from GitHub, Jira, or a CRM the way PerfCopilot does. If "what did this person actually ship?" is the question, Effy gives you a polished version of whatever you typed.
3. Small Improvements — for teams that want the classic review form, cheap

Small Improvements has been doing small-company reviews honestly since before it was trendy. Forms-and-cycles tool: 360 feedback, manager reviews, goals, 1:1s. No AI hype, no enterprise creep.
Why it fits: Base pricing lands under $10/seat for small teams; setup is an afternoon, not a project; a non-HR person can administer it.
Where it doesn't fit: turn on reviews + 1:1s + objectives + feedback and you're closer to mid-tier pricing. Like Effy, it captures what people write, not what they shipped.
4. Teamflect — for Microsoft 365 shops
Per-seat pricing in the small-team-friendly range; free tier available for very small teams.
Teamflect lives inside Microsoft Teams. If your team already runs in Teams/Outlook/MS Graph, reviews happen where people already work.
Why it fits: Fast setup inside an existing Microsoft tenant. No separate platform to learn. No HR admin.
Where it doesn't fit: if you're not on Microsoft 365, the value proposition mostly evaporates.

Why it fits: One vendor, one bill. Platform-light setup. A founder or ops lead can run it.
Where it doesn't fit: if all you want is reviews, you're paying for engagement features you won't use — the opposite of PerfCopilot's "do one job well" shape.
6. BambooHR Performance Management — only if you already have BambooHR

Why it fits: Setup is near-zero if you already have BambooHR.
